Procurement Summary
Faradata Social Change and Women Empowerment Organization (FSCWEO) invites eligible and qualified construction companies and suppliers to submit sealed quotations for the construction, installation, testing and commissioning of five (5) solar fruit dryer facilities and the supply and delivery of five (5) packaging, hygiene and processing kits in Nili and Shahristan districts of Daikundi Province.
The procurement is being conducted under the UNDP ROK REVIVE Project – Establishment of Solar Fruit Dryer Facilities and Postharvest Management in Daikundi Province. Interested companies must demonstrate relevant experience in construction, solar systems, water systems, food-processing equipment or similar rural infrastructure, possess valid company registration and tax documentation, and comply fully with the approved Bill of Quantities, technical drawings and specifications, Quality Assurance requirements, environmental and social safeguards, and FSCWEO procurement requirements.
Procurement Details
The selected contractor/supplier will be responsible for the complete construction, installation, supply, testing and commissioning of five solar fruit dryer facilities, together with the supply and delivery of five complete packaging, hygiene and processing kits, in accordance with the approved Fruit Dryer BoQ, Terms of Reference, technical drawings and specifications.
The required scope includes:
Construction and installation of five complete solar fruit dryer structures;
Procurement and installation of galvanized steel structural components, supports, joints, foundations and associated accessories;
Installation of UV-resistant covering materials, insect-proof ventilation netting and all required fixing and tightening accessories;
Installation of doors, windows, insect-proof mesh and associated fittings;
Construction and installation of water-reservoir stands;
Supply and installation of 1,000-litre food-grade, UV-stabilized HDPE water tanks and associated water connections;
Construction and installation of sinks, processing tables, plumbing and sanitary systems;
Supply and installation of hot-air drying machines and associated controls;
Supply and installation of food-grade drying racks, trays, tray mesh, airflow controls, ducts, exhaust fans, filters and related drying and ventilation components;
Supply and installation of water pumps and associated cables, pipes and accessories;
Supply and installation of complete off-grid solar power systems, including solar PV panels, mounting structures, inverter, battery bank, cabling, protection devices, grounding and related accessories;
Supply and delivery of fruit-processing, slicing, peeling and food-preparation equipment;
Supply of hygiene, cleaning and personal protective equipment;
Supply of food-safe packaging materials and food-grade storage containers;
Supply of weighing scales and other approved processing equipment;
Transportation and delivery of all materials, equipment and inputs to the project sites;
Provision of all required skilled and unskilled labour, tools, equipment and safety arrangements;
Testing, commissioning and correction of any defects;
Compliance with environmental, social, PSEA and safeguarding requirements;
Completion and formal handover of all five functional solar fruit dryer facilities and associated input kits.
The technical requirements include, among other approved specifications, 550 W mono-crystalline solar PV modules, a 6 kW single-phase off-grid inverter system, LiFePO4 battery storage, hot-air drying equipment, food-grade drying racks and trays, water systems and processing/hygiene equipment, as specified in the approved Fruit Dryer technical package.
Bidders must quote:
One fixed price for each fully completed solar fruit dryer facility;
One total fixed price for all five solar fruit dryer facilities;
One fixed price for each complete packaging, hygiene and processing kit; and
One total fixed price for all five kits.
The quoted prices must be in Afghanis (AFN) and include all applicable taxes, transportation, materials, labour, installation, equipment, testing, commissioning, overhead and other associated costs.
All materials and equipment must be new, suitable for the intended food-processing and operational conditions, and compliant with the approved technical specifications and Quality Assurance requirements. Substitution, reduction of specifications, material downgrading or changes to the approved scope are not permitted without prior written approval from FSCWEO and/or the UNDP technical team. The approved QA documentation confirms the required technical package for the fruit dryers.
Submission Guidelines
Interested bidders must submit a sealed quotation no later than 15 February 2026 at 4:00 PM.
Each quotation must include the following documents:
Valid Afghanistan construction or company-registration certificate relevant to construction, civil works, equipment supply or related activities;
Valid Tax Identification Number (TIN);
Completed, signed, stamped and dated Bid Submission Form;
Signed Conflict of Interest Declaration;
Written acceptance of FSCWEO’s Code of Conduct;
Signed PSEA Commitment and Safeguarding Declaration;
Signed Legal and Financial Eligibility Declaration confirming legal eligibility, solvency, tax compliance and non-debarment;
Evidence of at least two similar assignments involving solar fruit dryers, food-processing equipment, solar systems, water systems, construction/civil works, rural infrastructure or similar assignments;
Signed acknowledgement confirming that the bidder has reviewed and accepted the approved Fruit Dryer BoQ, technical requirements and drawings; and
Financial quotation showing:
fixed unit price per solar fruit dryer;
total price for five solar fruit dryers;
fixed price per packaging, hygiene and processing kit; and
total price for five kits.
These eligibility and declaration requirements are consistent with the approved Fruit Dryer RFQ package.
Late, incomplete, unsigned, unstamped or materially non-compliant quotations may be rejected. FSCWEO reserves the right to reject any quotation that is misleading, fails to meet mandatory requirements, is materially non-compliant with the approved technical requirements, or does not represent the best value for money.
Quotations must remain confidential and should not be shared with competing bidders or unauthorized individuals.
